Well-said, of course, and naturally I agree.  The maxim truly is &quot;if citizens don&#039;t control their government, the government will control the citizens.&quot;  If you accept this, you MUST acknowledge that the units of government that CAN be controlled by citizens SHOULD be endowed with the greatest responsibilities.  Thus arranged, citizens can actually determine how much external government they have in their lives.
